SkillAIbility develops a policy toolbox for inclusive and resilient skills and industrial transformation

The SKillAIbility project has developed a policy toolbox and pre-standardisation roadmap to explore how current industrial, skills and training policies can respond to the evolving needs of AI-enabled manufacturing.
The analysis examines the gaps between existing policies and the changing demands of industry, drawing on stakeholder consultations, national and regional policy analyses, and evidence gathered throughout the project. It identifies structural challenges, including persistent skills shortages, a mismatch between training systems and industrial realities, fragmented governance, limited access to support for SMEs, territorial disparities, and the need for stronger integration of human-centred and accessibility principles.
A key finding is that digital transformation in manufacturing is reshaping tasks rather than simply eliminating jobs. This highlights the need for task-oriented, practice-based and inclusive approaches to upskilling, supporting workers as technologies and working environments evolve.
The analysis also identifies areas where further pre-standardisation work is needed, particularly in relation to AI-augmented skills profiles, humanโAI collaboration and inclusive approaches to training validation.
In response to these challenges, SKillAIbility proposes a structured pathway towards pre-standardisation, together with a policy toolbox that connects identified gaps with targeted policy orientations. These resources are intended to support more coherent, inclusive and resilient skills and industrial policy frameworks, contributing to a sustainable and human-centred industrial transformation.
